I think your 1st point is very valid. The guys who were younger then like Barr and Rudy were bought in. You need to show something more to keep them. I don't know were they are now financially but if they are taking less maybe they want more then a 4 year old promise here.
Barr, or anyone else for that matter, not lining up to take a significant pay cut with the uncertainty over the next couple of years, shouldn't be a surprise to anyone. You guys can make it about Zimmer, Spielman, the Vikings, etc. -- but it happens all over the league, every single season. These guys understand they're one play away from being Ryan Shazier. The guys who are getting older (Rudy) and the guys coming off injuries (Barr and Hunter) worried about putting themselves first? It's not that surprising.
With all that said, I see the other part of it, too. I, too, think it starts with Cousins. How much money does that guy need? At some point, he needs to decide between money and championships. What does he want his legacy to be? A guy who was Top 5 in most categories, made a lot of money, but doesn't have any success to show for it, or a guy who made a lot of money but also found success in the playoffs because he found a way to make his team better? Well, if he can't be the guy to bring us success with his play, maybe help us get another player or two to help out the team in that way?
It's complicated, and I definitely see both sides. But if Cousins wants to remain in Minnesota as he says, and he wants to be the first one to bring a championship to Vikings fans, well... maybe he should consider buying himself an OL.
