That $9.5m number allotted to their 2021 rookie pool seems about right...here is what the 2020 class cost the Vikes in terms of 2020 cap (per Spotrac - link)
Top 51:
Jefferson - $2.4m
Gladney - $2.0m
Cleveland - $1.0m
Dantzler - $0.8m
Wonnum - $0.8m
Lynch - $0.8m
Dye - $0.7m
Hand - $0.7m
KJ Osborn - $0.7m
Metellus - $0.6m
Hinton - $0.0m (peanuts)

Willikes - $0.4m
Dead Cap:
Brandel - $0.2m
Stanley - $0.2m

Total - $11.3m cap charge
For 2021, you add $0.4m to Jefferson's 2020 charge (Javon Kinlaw who went #14 in 2020 cost the 49ers $2.8m against their 2020 cap) and take away $2.0m for Gladney (Vikes don't have another 1st) and $1.0m Ezra (Vikes have no 2nd) and you're at $8.7m. The difference of $0.8m is probably the difference in where we're drafting; we're drafting 14th in each Rd from Rd 3 thru Rd 7 and last year we were drafting later on for the most part.
So if you think about it, if the Vikes are approx ($8.5m) over the cap now and they need another $9.5m just to sign their rookies, they need to clear approx $18m just to get under the cap and sign their rookies this year...which doesn't leave much, if any, room for signing free agents without some significant releases/restructures going on.
No No No No people. Cap only goes against Top 51. If they sign a rookie they subtract a guy out of the top 51. I am not going to do the math but they may need less then $4M maybe even $3M to sign their rookies....
