Practice just isn't the same as live game action. Of course, most players need some level of minimum competency through practice before they get thrown out into live action. I would think that half a season is enough. There are certain players that are just gamers and when they are taking live bullets, fans are in the seats, the atmosphere is lit, they ball out. It is very difficult to replicate practice vs game action. Kicker is another similar position, you just can't replicate in practice the true pressure that comes with live game action. Some have the ice in their veins and others choke on it.
To decide who plays really depends on what your goals are. For me, its not to just make the playoffs. Anyone thinking we can win four games in a row against the top teams in the league isn't being realistic. I think the goal should be to win the superbowl, which means we need to focus on rebuilding. With the draft coming up, which is the best QB laden draft in many years, we should have as much data as we can about our current QBs to know how we attack the draft. This is why I'm in favor of playing Hall and do not care if that means we miss the playoffs.
Lastly, you can't just say "well then we should just play all rookies." That might be true in some situations where a rookie is behind a vet that won't be returning. However in most cases its not the same because the QB is the focal point and the most important piece. To really see how they fare as a starter you have to surround them with the starting cast that they would have and see how they perform.
