Our analysis does include players who finished out a contract with a team, reached the first day of the next league year without signing a new contract, but still ultimately re-signed with that team. We’ve removed rookie contracts and early extensions from this analysis. All contracts that have expired or been terminated by 2021 are included, with active contracts removed.
First, we'll look at the average percentage earnings of the total value of each contract by each team. For example, if player X signed a two-year, $10 million deal and was cut after one season with cash earnings of $6.5 million, he earned 65% of the total contract value.

Keeping free agent signings on the roster for multiple years is noteworthy, as it suggests they continued to be viewed as valued members of a team, but some players may be retained simply because they still have guarantees remaining in their deal or the team feels their signing bonus was too large a sunk cost to give up on after one season. We now shift our attention to how much value each team got out of their free agent additions using PFF wins above replacement.
The below chart shows how many dollars each team has had to spend in free agency in order to generate one win above replacement.

The Bengals are a good recent case study in the hit-or-miss nature of free agency, with a very poor track record of efficient spending from 2013-21. However, as we mentioned above, this analysis does not include active contracts. The additions of interior defender D.J. Reader, edge defender Trey Hendrickson and cornerbacks Chidobe Awuzie and Mike Hilton in recent offseasons, to name a few positive examples, will bring this number way down for Cincinnati when accounted for in a later analysis. The Vikings are buoyed here by the very rare occurrence of an above-average quarterback in Kirk Cousins reaching unrestricted free agency. Tom Brady’s addition to the Buccaneers is arguably the best value free agent signing of all time and cancels out a handful of not-so-great deals from prior years, though Tampa Bay also generated surplus value from edge defender Shaquil Barrett and a few others over the span. The Steelers have also landed near the top in every component of our analysis — except for their amount of actual cash spending — showing how a homegrown team built on the draft and good development philosophy can also succeed in unrestricted free agency by being very selective with their acquisitions. The three free agents who earned the most from the Steelers over the span were cornerbacks Joe Haden and Steven Nelson and safety Mike Mitchell.
