Are we closer to 'all-in' or 'rebuild' in your opinion?

The Vikings went with veterans last year and came up short. Now they are rebuilding without tanking.
The offense was good but not great. Despite many good run-blockers and Dalving Cook, the running game was weak. The passing game was better but still not great. Cousins was sacked too many times, and O'Neill's injury may have been the difference between winning a playoff game and not winning against a mediocre Giants team.
The Defense was weak. They gave up yards and big plays. Injuries hurt the young secondary, Z. Smith went from dominant to not dominant. And they did not compete against the Eagles and Cowboys. The scheme did not work as planned.
This year will be different because Cook and Thielen are gone on Offense, and Kendricks, Tomlinson, and Peterson are gone on Defense. The Defensive scheme is very different, and hopefully this scheme will fit the young players better than the Donatell scheme.
How did this all-in or rebuild thread become about Kirk Cousins? He is still here, and he is paid a lot of money while not being Burrow, Allen, Hurts, or Mahomes. It is hard to compete in the playoffs without a great defense or a great QB, and the Vikings have not drafted a great Defensive player since they drafted guys like Hunter and Smith. Cousins can win a Super Bowl, and he would need a great Defense and great Coaching on both sides to do it. It is highly unlikely for Cousins to win a Super Bowl with the Vikings because they don't even have a good Defense at this point. If Ownership really wants to compete for a Super Bowl, the Vikings need to draft a QB who becomes a franchise QB, and they need to build a Defense via the draft and with the money they are not paying Cousins. That would be even more of a re-build.
