I disagree, why would teams want to move up to 32 and not get a 5th year of control? I think Levis falls past #40.
Apparently the Raiders tried contacting the Cowboys at #26; "There were rumblings all last night that the Las Vegas Raiders were interested in trying to trade up from No. 38 into Round 1. One of the teams that they supposedly contacted was the Dallas Cowboys at pick No. 26."
It looks like Dallas (#26), Jacksonville (#27), Cincinnati (#28), New Orleans (#29), Philly (#30) and KC (#31) didn't want to budge or the deals didn't have value to move off of their selections.
So if we believe Florio, teams did want the 5th yr of control for Levis (or Hooker), but the bottom of the Draft teams wouldn't budge without great offers...
...and Pittsburgh has already received calls about #32 (link):
The Steelers currently hold the No. 32 overall pick, which they acquired when they traded Chase Claypool to the Chicago Bears. According to NFL Network’s Tom Pelissero, Pittsburgh received multiple calls about the pick toward the end of the first round on Thursday night. The belief is that teams want to move up for Kentucky quarterback Will Levis.
If Florio's reporting is accurate - that the Titans, Falcons and Raiders wanted "in" on a QB at the end of Rd 1 - then we can assume Pittsburgh has received calls from those same teams and there could be a mini bidding war going on...
