I think you're too high. They're currently $16M over the cap and need something like $4M for rookies, so let's just say $20 in the red without any FA signings. To have $15M for FAs would require freeing up $35M total. Could it be done? Yes. What would our future cap look like?
They need to do something to get under the 2022 cap. Beyond that, I'm not a big fan of aggressive FA moves for a .500 team already so far in the hole.
I'm fine with keeping both as long as we can avoid overpaying on extensions (easier said than done, especially with Kirk) and figure out a responsible way to deal with Harry and Thielen.
All that said, I'm not a GM and (unlike some of our friends) don't claim to be smarter than one (even if that one is named Rick).
Hunter: his $18m roster bonus will be converted to a signing bonus with an extension (+$13.5M) or go away if he's traded (+$14.5M)
Harrison Smith: His $8M roster bonus would be converted if they keep him (+$5M) or go away if traded or released (+6M).
That's nearly $20M with just housekeeping stuff.
A Cousins extension would create anywhere between $5M and $28M.
The team wouldn't have to touch restructures for the most likely players (Thielen, Kendricks, Cook) to make $35M in cap space. And if the did with those 3, they could get another ~$10M before they get into releasing anyone (i.e. Michael Pierce).
