In my opinion, the problem I have noticed so far is the revolving door at certain coaching positions like OC and O line coach, so yes, it is ultimately a coaching problem.
Rick might have the final say so on who the Vikings draft but I'm sure his picks are influenced by what these coaches are telling him are good fit players for "Their system" only for those coaches to be fired or replaced a year later by another set of coaches ,whos ideal players are not necessarily the ones who the new coaches find good fits for "Their New System" . So what you end up with is a Hodge podge of players.
So yes, It is a ultimately a Zimmer Problem, that there is no type of continuity on his coaching staff and at this point it is probably best to get a fresh start, but only to create continuity with a new set of coaches who all share the same vision of what a team should be.

Ultimately it is an ownership problem. Since they can't fire them themselves, the Wilfs need to fire the next guy on the totem pole.
My sample size is only 4 years as a Vikings fan, but in those 4 years we have had 4 different OCs in DeFilippo,, Stefanski, Big Kubs and Little Kubs. Granted 3 have similar styles but still each time it was a new system to learn , One was so far away from Zims definition of winning football, that they clashed and wasted 1 year, I mean common really, Zim didn't know what kind of coach he was getting when they hired Deflilippo?
What one coach whispers in Ricks ear to draft / sign as a good fit for their system, might be a bust in another guys system, and after a few years of round robin coaching, you end up with a Hodge podge of players
I agree with what you say in its not all Zims fault, I'm just trying to say that a team needs some kind of continuity to be successful, and maybe a regime change to a head coach that brings in all "his guys" might help with that.
EDIT: The ownership aspect, yeah I agree its their fault also in not being able to see what was happening and fix the situation sooner
