This is an A+ move. It's thanks to the safety market crashing, but Woods is a quality starter who can return to playing FS while Smith can focus on being the SS and moving up to the box / blitzing when necessary. He's not a flashy player and not going to be a ballhawk, but he can give above-average play for an insanely cheap price. This should remove the need to reach on a safety in the draft (though they should still consider using a mid-round pick there). I would have liked to see a 2/3 year deal with him, but I suppose he'll want to hit the market again in 2022 and see if he can get more $$$ a second time around.
I did not anticipate guys like Alexander and Woods to be landing tiny deals... the defense just needs more pass rush now, which is a big concern of mine, but at least it's down to just one concern on that side of the ball.
