Likewise, I said before that QBs become coaches more often than any other position, and since that position is predominantly white, I believe that's how more OCs and HCs are white. With the league passing rules to benefit offense and teams trending towards hiring offensive HCs, it's prevented minorities from getting HC jobs. That's my hypothesis, at least.
I think a natural conclusion would be that if more minority QBs become better prospects in colleges and transition to the NFL successfully, we eventually see more crawl up the coaching pipeline. We'll see more guys like Byron Leftwich - finished as an NFL QB in 2012, jumped in as a QB coach in 2017 and has already become a playcaller for the Cardinals in 2018 and Bucs in 2019 and beyond.
As for GMs... I got nothing.

My issue with your response specifically was that you diminished the qualifications of Bienemy almost immediately, which gives cover to this practice. Especially in light of the more than handful of resumes of white dudes in the NFL who inexplicably got jobs.
