It is true! Kirk has yet to play the last year of his contract so we'll have to wait and see if we get the ROI that most fans are screaming about. So far it's been a mixed bag IMO.
Kirk won't be changing his stripes next year so he'll be the same QB he's been for most of his career (5 years). A very durable QB who throws dimes all over the field but has very limited evasiveness and pocket awareness.
Mike Florio said it best when talking to Paul Allen....have a listen (6:31-9:30)

I'm 100% on board to move on from Kirk Cousins if he fails to lead this team to bigger and better things!!
Exactly man. I like some things cousins can do. Some are franchise qb level things. But there are other things that hinder him from ever being able to be the positive reason consistently for this team to succeed and more importantly possibly win a sb. It might be possible to win one with Kirk, but basically the oline needs the talent level of a 2017 Dallas Cowboys oline and talent level of a Dalvin Cook with above average wr’s and an offensive scheme to his strengths. All those things are great and if you can have them great, but unfortunately the kind of $ it takes for Kirk to be in the team coupled with the fact to get our oline to that kind of level we need help in fa and hit on a couple draft picks at oline is asking for a lot. There is only so much cap space we can use. And that’s not even including the defense who have declined since the 2017 season and need to start te-stocking at some positions. Tough place to be at. Which is why I think him playing his last year of his deal and then moving on is a smart thing.
