But just like the long development curve you mentioned, a ceiling of just a "solid" starter is a problem for an 11th overall pick, and even for a 2nd rounder playing nickel in fewer than half the team's total defensive snaps. Hughes' development timeline is harder to judge because of the injury, but if he also tops out at "solid", and near the end of his rookie contract... then that would put 'developing cornerbacks' squarely in the negative column on Zimmer's ledger as a coach.
As a positive aside, it's interesting that despite Zimmer's reputation being the CB whisperer, it's the safeties that have really thrived under his coaching. Sendejo was a UFL/practice squad/waiver wire camp body who developed from a special teamer into a serviceable multi-year starter. Anthony Harris was an UDFA who's now one of the top safeties in the NFC. And Harrison Smith was a questionable 1st rounder who was not regarded as an elite athlete going into the draft, but who now has a realistic chance at the Hall of Fame.
