If Cousin's only throws 15 times a game and then, big deal. Now, will he be called on to win games at some point? Sure he will. But I'll wait until he screws it up during the year before I'm to critical of him.
Also, we've already called upon Cousins to throw, to get us back into a game, or to keep us in a game, and he's failed just about every time, which is why many of us have already become more critical of him. Do you remember 2018 lol? Well 2019 is looking even worse, so yeah, we better hope we don't have to call upon him too many times this year, but that's very unlikely. Not many teams fill their trophy case without a QB, or in this case, despite a QB.
Zim needs to start benching him when he checks out mentally because leaving him in when he's like that is a liability for the rest of the team. Might as well stick in a QB who at the very least can't do any worse, and we can at least find out what he can do, just in case. What if Mannion turns out to be decent in relief? Wouldn't that be nice to know moving forward so when Cousins does checkout, you know putting Mannion in is the best option than trying to finish with the turnover prone head case? Plus it might be what Cousins needs, a reality check. Just because he's making $28m/year it doesn't mean he's automatically going to play if he's playing like crap.
