Don't know enough about Mattison to form an opinion.
Smith though, I saw and I have a couple of concerns. One, he is pretty small for a TE, he isn't going to provide that big target a lot of QBs like from their TE. Two, he isn't much of a blocker...notv that he doesn't try, he just isn't very good at it.
More concerning to me, he was at his best when used in a move position...coming he motion, lining up as a H-Back or true FB...so, basically, he isn't an in-line true TE which is what I was under the impression we'd want to have for the Kubiak offense. Now, if Kubiak's influence is going to be more limited than I (and a lot of others too, I guess) thought, that's fine. But, I would think Smith is more likely in that scenario to make Ham or Conklin superfluous than replace Rudolph-as they are different types of TE. Morgan is still needed because he would be the one TE we have who can block worth a damn. My guess is, Rudolph and Morgan are the two TE running set, Smith sees lots of action in "two back" sets and passing situations.
I have never been in favor of releasing, or trading Rudolph, and picking Smith does nothing to change that opinion, as drafting Hockensen or Fant would have, at least, made it an option if not desirable.
Smith may develop into a good, Delanie Walker sort of TE in two or three years, though it's hard to see him becoming that type of blocker. What I don't see him becoming is a red zone target or contested catch master that Rudolph is. That said, he's faster than Rudolph and may be able to stretch the seam a bit better, and make more happen after the catch. He's still got the usual TEs expected adjustment window for the NFL, so don't expect superstar Year 1. If we get numbers similar to what Rudolph posted as a rookie, 26-249-3, we should be pleased.
