See now, I would go the opposite way. The QB that throws the least amount of passes and wins. Would that not be a sign of being more efficient? I mean if you can throw 20 passes and have 4 TD's.

Since 1970 no QB has lost a game with 4 or more TD's on 20 or fewer attempts (43-0). In 1970, the Chiefs Len Dawson won a game 44-24 while going 9/12 for 152 yards and 4 TD's (KAN 36-153 rushing, Colts 7 turnovers). Dawson has done the 20/4 the most with 4. And maybe even more impressive, in 1988 the Patriots Doug Flutie beat the Bears 30-7 while going just 6/18 for 165 yards and 4 TD's (NE 54-185 rushing, Bears 3 turnovers). For Dawson that's the fewest pass attempts in a game with at least 4 TD's since 1970, and for Flutie, 6 is the fewest completions.
For the Vikings, Tarvaris Jackson holds the record for fewest completions and attempts with 4 TD's when he went 11/17 and beat the Cardinals 35-14 in 2008. Teddy the next fewest attempts at 20 against the Bears in 2015, and Tarkenton twice threw 4 TD's with just 12 completions. But 4 TD's is easy, Tommy Kramer once threw 6 TD's on just 16/25 passing 241 yards in 1986 and beat the Packers 42-7. Which only makes Charley Johnson of the Cardinals laugh because in 1965 he threw 6 TD's on just 11/19 passing, 310 yards and beat the Browns 49-13. TD passes of 78, 32, 7, 9, 56, and 3 yards).
